Should ULFA publish a newspaper or a magazine? Should ULFA loan money to unemployed young men and women who want to start shops, companies and services? Should ULFA give small loans to villagers to start fisheries in their private ponds? Should ULFA buy trucks and build (cold) storage facilities for farmers? Should ULFA press physicians to work in the government hospitals and actually treat patients who are poor? Should ULFA promote the software industry by giving capital to entrepreneurs? ULFA has money and can raise money: why not use it for the welfare of Assam?
